Is there a Shuttle that runs from Disneyland (Grand Californian) to Universal?

Yes, from various hotels around DLR. Usually in a ticket package. Try looking at grayline tours. http://www.graylinevacations.com/United_States_-_Anaheim/Universal_Studios_Hollywood_Tour

There are other comapnies doing this too.

You can use them from Anaheim to US, Hollywood, LL, SW, SDzoo....

No, but you can book at excursion thru Greylines and they will be glad to move you up and back. Not sure of the cost these days.
