I came across this Disney Food Blog post: http://www.disneyfoodblog.com/disneyland-dining-plans/

How do I get one of these dining plans? I think it'll save us a bit of money as I've budgeted anywhere from $273-$300 per day (depending on where we eat) so I think this is a good option to explore.

Except I can't find any information on the Disney site to purchase this. Is this even a thing?
 
If you buy a whole package through Disney travel (hotel and park tickets), there is the possibility of adding dining vouchers. It's not really a dining plan like WDW has, though. I don't know if you can get vouchers any other way.
 
Disneyland's dining vouchers have never been a good budgeting option since you don't get change (as confirmed in article at the above link). If you buy something for $6.00 and pay with a $10.00 voucher, you won't get $4.00 in change. You will lose the $4.00. A better option is to put your food budget money on a gift card. That way you'll get every penny's worth out of your card and know exactly how much you're spending on food and how much you have left. If you find that you need more money, you can load more on to your card.

They haven't offered those plans for a few years now. The only pre-paid dining you can get is a voucher for a character meal. Sometimes they will save you a few bucks; sometimes they'll lose you a few bucks. It just depends on which meal you use them for.

I agree with "theluckrabbit" about getting Disney Gift Cards to use for dining expenses.
This way you have full control of the money.
Plus if there is some left after dining, it can be used to purchase anything at DLR.

I don't think GC's expire so if there is a balance, you'd have it for future trips.
