Disneyland and Tokyo Sea fast passes, restaurants?

Is it true that you don't really get wet on Splash Mountain?

I don't remember the WDW Splash Mountain but the water levels are comparable to Splash Mountain in Anaheim Disneyland when it's on "low" water. Additionally, due to the way the seats are arranged, you'll have less water leaking in from the sides during the initial parts of the ride. Getting soaked is unlikely.
