Disneyland a no-fly zone?

I've been told by a number of people that DL is a no-fly zone, which is why there aren't drone videos of the Star Wars Land construction. However, I regularly see helicopters fly over the park. Does anyone have a definitive answer?
 
They are indeed no fly zones, but you can apply for a special permit. Most of the choppers I've noticed are law enforcement and I assume they have a permit or some sort of permanent clearance. Traffic and news choppers I'm guessing also have permits.
 
Yes all Disney parks are no fly zones. Recently they did file a petition to make it no fly to anyone but themselves so the drone show they did at Disney Springs can be used inside the parks.

I've never seen a helicopter, drone, or plane right over the parks but depending on where you are when one passes the barely outside the zone no-fly zone it can look like one went over the park.
 
I definitely saw a helicopter flying overhead last night and also wondered about this. It was way too high to see if it had any law enforcement or news station markings, though.
