I know I saw people at the finish line last year, but can't remember whether they were runners or family. There aren't bleachers like there will be on Sunday. I do know that the finish line area, to get medals and pictures etc, was
very crowded, b/c the walkways are so small. It was beyond wall to wall people. B/c there's so many people, it might be hard to meet up w/ your family or you might miss them.
Here's some info that might help you. We finish near the WOC area to the left of LM(if you're facing LM). After we finish, we're directed to the left to get our medals, pictures and food. We then exit out though a side area near Soarin' by the La Brea Bakery into DTD. We're directed by Grizzy Run and the GC.
They'll have an Information Booth at the Expo on Friday, so ask them and they might be able to give you a more definitive answer and where family is able to enter DCA.
If you can't get into the finish line area a couple other areas would be at the start. The past couple of years that we've started at the Mickey and Friends Parking Lot, a lot of people have gone w/ their runners and taken the escalators up to various levels to get an aerial view of the start area. The other would be either at by the DL Turnstyles where we exit DL, or to the left of the DCA entrance where we enter the backlot of DCA. They'll have the course roped off where the runners are running, but a lot of people line up along the ropes to look for family or cheer people on.
Hope this helps and your family has a great race!
