Disney Visa Dining Discounts

Good morning. I am in the final stages of tweaking dining plans and know that with my Disney Visa I can get a 10% discount at select places. However, some of them say "restrictions" and I'm wondering what those are?

Specifically Citricos and the Hollywood Brown Derby.

I've looked all over the place and can't seem to find it - even in the small print on the website.

Yes they qualify, but they have restrictions (black out dates).

For locations where it is noted to see restrictions, the discount does not apply to the following dates: 11/28/19, 12/24/19, 12/25/19, 12/31/19, 1/1/20, 2/14/20, 4/12/20, 5/10/20, and 7/4/20.
