According to Corey Sandler, who wrote some of the Econoguide books, some time around 1990, "Disney quietly sells a tranportation only pass for (I think it was about 2.50 back then)." Suggesting that at one time Disney Transport buses, resort monorail, Friendship small boats, etc. were for resort guests only.
Bus service can be expanded to handle non-staying visitors at resorts. It's a little more difficult to provide enough parking for all the non-staying visitors at resorts.
Behind the scenes, resorts pay some central subpart of Disney to have bus service. To avoid off site guests from influencing the service, the amount ought to be based on quality of service or number of rooms and not on the number of bus triips. Specifically, "lots of off site guests from nearby Disney Springs" should not be an acceptable excuse from a Saratoga Springs CM for longer waits for buses.
