Purchasing Disney Dollars is not fraud in any sense of the word. You buy them on your own, no one twists your arm and tries to convince you that you need them. They are $$ for $$. Real cash/credit cards are excepted everywhere, so if you object to Disney Dollars, use your cash/credit. I've seen people actually buy Disney Dollars and save them just for the design that is on them, they tend to change them to mark special events, like the 25th anniversary , 100 Years of Magic, etc. It is a nice little collectible that is relatively inexpensive.
As many have stated, what an excellent way to save for a trip, use them for your incidentals, or give them to your children so they can do their own shopping with "Mickey" money...yet to see a child who doesn't love their Disney Dollars.
I'm not sure why anyone would expect an incentive for purchasing/redeeming them. They are just like cash, but only can be spent in places Disney. If this bothers anyone, I would say they are not the way to go and don't buy them...no one is forcing them on you. I guess the incentive for me is that they are neat looking, they make excellent little gifts in cards to children on various holidays, they are a way to save for an upcoming Disney trip and I can spend them at TDS or WDW. If I didn't have the use for them, I wouldn't bother with them.
I don't think they sell DD on line.
