Basically no.
Disneyland Paris is run by a separate company, not directly run by Disney themselves, so the Disney Dollar is worthless outside the US parks
Also Chase are a purely American credit card company, so because of different country, company running the show ect. DLP's offers are generally talored to the European Market rather than to any American Market.
(Disney's relationship to EuroDisney SCA has been quite a turbulent one, with Disney only really starting to properly build bridges back with the park since Eisner gave way to Iger - So it's only really starting to recover from it's former "black sheep" status)
DLP makes up for lack of those offers by giving substantial discounts to passholders, on their holiday packages, and the perks for the Shareholders Club.
