If the networks in general were doing great, this would be bigger news. They're not, though, so it seems consistent with the market trend. The expected layoffs are about 3% of the division. Those numbers suggest Disney may want a ready response to shareholders if the numbers are disappointing at the end of the fiscal year soon - i.e. that Disney is being "proactive" even though there's really no significant movement here (maybe if we were talking layoffs of 10% or more). Additionally, the layoffs include employees leaving through attrition so this may be phased - not the sign of a drastic and immediate cull to improve performance and numbers.
