Discounts this year vs 2009

I have a friend who last year stayed at WL Villas during a 40% off deal last Sept. She says that with the new release of 40% for Sept she looked up the rates and it still is costing her more $$ than last year. Is this bc room rates went up?? Or is it because WLVillas aren't covered in the discount?? She says last year it was around $140 a night vs $170 this year.
