If I made a reservation for say 4 of us at a restaurant but one or two isn’t able to make it, do I need to cancel and re-do the reservation or is it a big deal to just show up with a slightly different number of people than my original reservation?

We've been okay with one or two not showing up. I believe that you need to have at least half of your party. So, if you booked for 4 and 2 showed up, you should be fine without needing to pay a penalty. I think all the tables have a minimum of 4 seats, so you'll still take up a whole table whether you adjust your reservation or not.

Ok cool thanks! Do you know if the opposite would be true? Reservations for 3 and show up with one or two more?

I don’t think you’ll have any issues either. But many, I think even most, of the restaurants do have 2 person tables. My son & I are seated at them often.

Is it possible to decrease the number for an ADR online or using the ap or do you need to call?

You can adjust your party size using the app.
After you reduce your party, the app shows available times which does include your original reservation time.

As long as 1 person shows up for the reservation, there isn’t a no show fee.

Adding a person depends on a variety of factors...had a group of 6 and tried to add one to a Napa Rose reservation at walkup time and was denied as they had us set for a table of exactly 6

If you have a party of 3...4 should be no problem as there are not topically 3 top tables...they are 2,4,6...and so on.

Honestly, as long as one member of your party shows up, you are fine (not counting anything that is prepaid like dining packages, etc.). As for more people than on the reservation, it really depends on the situation at the restaurant. For example, if they are close to hitting maximum occupancy, they may not be able to accommodate a 4th person at a reservation for 3, even though the table could handle 4 people. So it is always best to get the maximum number that will go, but don't intentionally go higher than you would expect to have either.

Also, when we couldn't increase the party size, we have had success in making a second reservation for the same time as the first reservation (even day of) and asking to be seated either at the same table or at least near each other.
