I understand for the seat down meal portions of the dining plan you get an entree and a dessert. But can you swap the dessert for an appetizer? And for restaurants that don't offer dessert, what do you get in those cases?
No, they don't allow swapping a dessert for an appetizer under any circumstances.
As far as I know there are only a couple of CS that don't have any dessert and they allow a bag of chips. Earl of Sandwich allows either a bag of chips OR a dessert, not both.
All the TS have dessert. Unless some of the new ones don't offer dessert, but I haven't heard that yet.
Also I have never heard of breakfast dessert (though I like the concept) I think you just lose it. I think at one time for a breakfast CS you got an extra beverage like a juice but I think they stopped that for this year.
Which is why using a CS for breakfast isn't a great use of a CS (IMHO) even at places like WPE. It was great when you could get 2 beverages and your entree. You could get 2 bottled ones to use later. It was supposed to be a hot one (like coffee) and a cold one but we didn't have a problem getting 2 cold bottled beverages... but alas, it's no more.

At breakfast, you do not get a dessert as part of the TS meal credit. You are allowed an entree and one non-alcoholic/non-specialty drink. You used to be able to get two drinks (e.g., coffee and juice), but that ended a couple of years ago. The only exception that I can think of is at the breakfast buffets where the drink is included in the cost of the buffet (like at Boma's - I think you can get the frunch plus coffee (if you wanted), but I can't remember for sure).
TDC_Nala is correct; you cannot substitute an appetizer for a dessert at the TS venues.
All of the TS venues I've eaten at have had a dessert menu at lunch and dinner. If you are full, you can always ask to have your dessert packed up and take it with you. (Just note that some items travel better than others.)
