Disney sometimes does different percentages for different dates or even different resort within a level (say 25% at All Star Movies but 15% at Pop Century).
Rather than going by advertised percentage discounts, it's best to get a price under each discount.
I just priced out the sample dates of June 3 - 9th with 2 adults at Pop Century Standard room.

Spring Offer (general public) $817
AP Spring rate $766
Which resort and what dates? The current annual passholder discount is complicated, and some resorts are 25% for April 6-June 15, but 15% for March 29-April 5, for example.
When I run that search, I get $133/night for regular rate (an average across all the dates; there are different rates on different days), and $99.75/night for the passholder rate. That's exactly 25% off. All room types are available. I think you just got two misinformed CMs, which is not as rare as you'd think, sadly.
we had booked with the spring room discount rate and then last night I called and got the AP rate on top...
So we saved another 55 dollars with the AP...
