It's a gag from Toontown.
Pete's Garage doubled as the restrooms.
And as with lots of service stations, big keys were required to open the restrooms.
Pete, being the nice guy he is, decided to "misplace" the keys in the actual gas pump so no one could use the restrooms.
Lucky for us, the restrooms were unlocked so the key wasn't necessary.

Those "corn stalks" are some type of plant but not "corn stalks". Can't recall the name of them but have seen those plants around water areas.
