Deluxe, but tix purchased seperate. FOTL still "free"?

Sorry if this is answered somewhere already. This will be our 1st WDW/Universal split stay. Been trying to read thru for hours; feeling a lil overwhelmed. Adding a new park I know nothing about feels like "back to the drawing board" lol... I'm trying to compare pricing before I book. If staying room only at a deluxe, and tix purchased seperate from a third party; do you still get complimentary FOTL access? Or, only if you book a package? My work offers steep tix only discounts. We def want FOTL each day since only there 2, maybe 3 days (not ready to "cheat" on Disney more than that yet lol). I'm trying to see if there's a price advantage for us to go with deluxe v/s value. That's the only deluxe benefit we're interested in. And after researching the deluxe per night $$ for the time of year we're going, I don't want to assume it'd be cheaper than staying at the value and just paying oop for FOTL each day.
 
Yes, the express pass is tied to where you stay - not who you paid through and not through tickets at all.
 

I stayed at Royal Pacific on an employee rate, and used comp tickets to get my 3 friends in, and we all had Express passes for the length of our stay (even though we only went to the parks for 1 day).
