Delta and Vouchers ?'s I'm a little confused..

When making my reservations for August, I had trouble and I had to call tech help to complete my reservation. I asked him if Delta still gives vouchers if the price goes down. He said "Yes". But I thought I had read a few threads that says Delta now charges for this ? Did I understand correctly? Or is it that Delta charges you if you change your flight to a less expensive flight? If my same flight goes down will I have to pay for vouchers??

On Song flights, they charge a $25 fee to change/adjust a ressie, even if just the price goes down on your fare and you don't change flights. On Delta, I believe they are now charging $50 for changes, down from $100. I had the fare go down on my flight and got a $29 voucher, even though the fare actually dropped $54.
