DDP only with premium ticket?

Ok, I wasn't sure where to put this, so please be patient if its in the wrong place. I want to do the dining plan when I stay next year at POFQ but am not sure I need a premium ticket and think the 7 day park hoppers are going to be more suitable for us. Do I have to have a premium ticket on my package to take advantage of the dining plan?

No. You have to have a MYW package with Dining. Your park ticket type doesn't matter.

Here's another question:

if you purchase your tickets elsewhere (i.e. through Expedia) can you call WDW and still get the dining plan?

or do you have to purchase your tickets directly from WDW or one of their approved wholesalers in order to get the dining plan?
 
You must purchase your tickets from Disney when you put together the package.

Also, if you deside to resort hop, you must buy tickets for each resort, even if it is a one day ticket. IE: Pop Century 6 day park hopper for our four night stay. CBR 1 day basic ticket. That is what we had to do. Lost a bit of savings by having to buy the one day ticket.

So you cannot do the following:

5 nights at Pop Century with 7 day park hopper tickets and 7 days Dining Plan
2 nights at AKL with no tickets/dining plan (because you already got them)

I was considering doing some resort hopping, but that sounds like a pain so maybe I'll compromise and stay at a moderate resort all 7 nights.
 
That is what they told me. We were going to just stay all 9 nights at the mod, but DH really wanted to try POP so I split it, but as I wrote, it cost me more.

The dining plan can only be purchased for the number of nights you are at a particular resort. In that case, you would have to get

5 nights at Pop Century with 6 day park hopper tickets and 5 days Dining Plan
2 nights at AKL with 1 day basic ticket (cheapest) and 2 nights Dining Plan

It costs slightly more that way, and you have 1 day of non hopping, but with the money some seem to be saving with the dining plan it may be worth it.
