What is the best bang for your buck with counter service on the dining plan? I have been to Pepper Market and also Wolfgang Puck Express. I am looking both inside parks and outside at other resorts or downtown disney.
 
I think the best "bang for your buck" considering most ppl get the dining plan free, is just eating a meal you enjoy at a place you like. If you really feel like you have to seek out the most expensive meals to get your money's worth then the dining plan may not be right for you. Considering you can eat OOP cheaper if you are paying for the dining plan.

I agree with these! Also, there is a steak at Liberty Inn in Epcot, it comes with potatoes and broccoli. Another would be the salmon meal at Columbia Harbor House in MK. I've not had either but plan to try them on our next trip.

Wolfgang Puck Express is a great option. Either location, though the one in Marketplace has more choices and more seating. The food there is very good. Other than the fact that you order it at a counter and fill your own drinks, it's like sit-down restaurant. We ate there 3 times last trip. So good!

Cosmic Ray's chicken and ribs combo is a great choice. We've had that meal several times and shared it 2 ways (once even 3 ways with my DD, then about 7). The combo is only served for dinner now, after 4 (also just the ribs alone). You can get the same meal for lunch though at Fairfax Fare in DHS. ;)

Also in MK the Fried Shrimp at CHH was a huge serving, and very good. One day we got 3 of them for the 3 of us and we should have just gotten 2 to share. We had tons of food leftover.

We also enjoy Cookes of Dublin. Especially the scallops.

Many food courts offer build your own options.

All of those above look awesome!
Also, POR has that make your own pasta option, a make your own salad option with meat too. There really is a lot of great CS places besides burgers and fries.
Not sure if anyone mentioned Sunshine Season at Epcot, or the outside Mexican place has a good option for something different.
 
Totally agree with the "get what you will like" suggestions!

Best bang for your buck can mean quality or quantity!

We like Wolfgang Puck, Capn' Cooks, Tortouga Tavern, BOG, Sunshine Seasons, Y&Y, Flametree BQ, just to name a few that are on our list every trip!
