They have a AP offer now you can get the dining plan while staying at a disney resort without having to pay for a one day ticket

yes...but you cannot buy the AP with the package. You must already have one when you check in. (I am not sure whether or not you could use an AP voucher).

The package for AP holders consists only of room and dining, no tickets.
