This is probably an ignorant question so I will apologize in advance.

Is the DDE exclusive to Florida residents? Everything I am reading says it's a FL resident thing ONLY. Is this correct?

It's now available to Annual Passholders as well! I bought mine for $50 a couple of weeks ago

Nope it has been changed to includ AP holders. An AP holder can buy it for $50 and it is now good for up to 10 guests on your check.
