Heading to DCA on EMH day. Will be there for normal opening (8A) rope drop. Would it be wiser to send the group straight to RSR and the Fast Pass Runner to Soarin, or send the group to Soarin and the FP runner to RSR FP?

I imagine on EMH there will be a wait for RSR FP and the Soarin line will be small enough that there is a good chance the group will get inside the building before the FP Runner can get back and join them in line. However, on EMH, is the RSR line going to be over an hour already right after rope drop due to EMH?

Maybe best plan is send runner to RSR FP and just wait for runner and do something like Bugs Life and wait to get next FP for Soarin. Problem is, we only want to spend first half of day at CA Adventure so we can't have too late of a Soarin FP time.

Thinking maybe send runner to RSR FP and have kids ride Mater's Junkyard Jamboree while getting the FPs?

You're over thinking this. They no longer allow anyone to line up for RSR FP during EMH or prior to rope drop on non-EMH days. Is the runner going to skip Soarin? If not, don't send the runner to RSR while the group does Soarin. If you get a Soarin FP first your window will come up very quickly and you'll be able to get a RSR FP fairly soon, so you could do both. But I'd probably do this:

The whole group goes to TSMM while someone grabs a Screamin' FP on the way. After TSMM, use Screamin FP (which you probably won't need). Then send a runner to get RSR FP while everyone rides Soarin. After Soarin, ride Maters and Luigis until RSR return time.

You could do a runner for Soarin FP, then TSMM, then runner for RSR while everyone uses the Soarin' FP. Personally, I don't like to run from one end of the park to the other because I have a 1 hour window on the FP, but some people don't mind it.

We are headed to Disneyland after lunch and have small kids with us that can't ride any rides with a height requirement over 40 inches.

Good to know RSR FP isn't open during EMH. That makes a huge difference in my plans. So maybe then everyone goes to TSMM and runner stops briefly at RSR FP assuming line will be long enough at TSMM that wait at RSR FP won't make the runner miss TSMM (they can walk slow from RSR FP to TSMM.) Or do they risk a huge difference in wait time if they don't practically run to TSMM? I always thought TSMM was overrated for the typical line wait time.

How many adults will you have and will everyone riding RSR be over 7 years old? If so, I'd just do single rider and/or rider swap and forgo the RSR FP.

One rider under 7 plus it's the family's first time to DLR so I'm pretty sure they wouldn't be comfortable riding alone their first time anyway. I think we'd do RSR FP and TSMM first thing. Then a few other rides while waiting to get Soarin FP. Then do RSR, eat lunch, then Soaring and out of there.
