Yes, I think I use the right word. I had the cards & keys in my hand first, then it is in her hand.
Should I complain to the corporate? The more I think about how they did this, the more upset I get.

I've found that those that don't "CVS" are quick to judge those who do.
Breaking policy or not, they should have informed you that the policy is XXX and they would need to discontinue your additional cards. If the policy is one per household, they should have told you as such and given you opportunity to say that one is your mother's who is in a different house. It's perfectly reasonable to me that someone may have their mother's card if the mother is ill and cannot do her own shopping, etc. (They don't need to know that she went on vacation and you were shopping for her.)
They shouldn't have just taken your keys out of your hands without explaining what they were doing. I would complain. It's not about the cards being cut up to me, it's about how it was handled.
Absolutely this was handled very badly.
I have 2 CVS stores near me. One is MUCH more friendly than the other one. I choose to spend my money and take my prescriptions to the friendly store even though it is a little further away.
Call corporate. Calmly explain your situation and ask that they reimburse you for the ECBs that you can no longer use with a CVS gift card so that you can continue to shop in their stores.
If you were trying to use, say DH's card, then they should have just refused to let you and told you why. It's fine to uphold the rules but a little courtesy goes a long way.
Sounds like she wasn't doing anything wrong. No where does it say that she isn't allowed to carry her mother's CVS card. DH and I have our own cards and all the CVS employees at our two stores know and they have never said Boo about it. Like a previous poster said we also get coupons sent to our house from both cards so CVS knows we have two cards and they haven't canceled them.
