Cruising with 3 year old and 1 year old

I’ve never cruises with DCL, first timer here! And was wondering how things like olafs picnic works. It says it’s for ages 3-12, and I’d like to do it for our oldest, but can our 1 year old come too?
 
Technically, no the 1 year old isn’t supposed to go, as it’s for ages 3-12 and accompanying adult(s) only. But when we did it, I saw one or two other families that brought their babies. I put my youngest in the nursery so that we could spend some quality time alone with our 6 year old.
 
They will receive nothing so if that’s an issue..

Personally if I was dropping $300+ for the experience I’d drop the $20 for the nursery to not chance having the event disrupted by a cranky/tired/excited kiddo..

Could they actually attend? No idea because I won’t even pay for my old enough kiddo to attend.. we did the tea once and it wasn’t worth it to us..
