CR 4th floor wishes

Can anyone watch wishes from the 4th floor viewing area at the CR if so how crowded is it? What about any public viewing areas at the GF?

Anyone can watch-usually not crowded.

The boat dock at GF is a good public place to watch.

The GF has a great area in front of Gasparilla's Grill or on the boat dock. As far as I know, anyone is welcome to use the 4th floor at the CR.
