First question - How long by bus from CSR to DD.
Plane arrives at 9:15 ....have a towncar to the resort ....check in and hope to make it to HOB by 12:30.
Does this seem feasible??

2nd question - What is the best way to get from DD to Typhoon Lagoon after lunch?

If your plane gets in at 9:15, figure on getting your luggage about a half an hour later, so now you are at 9:45. Gather the luggage get to the town car, by 10:00. You should be to WDW by 10:30 (as long as there is no delay getting your luggage). If there is no line for check in that should take you about 20 minutes, so now you are at 10:50. You have to figure on a wait for the bus, but you should get to DTD in plenty of time for 12:30 at the HOB.
I do not know about getting to TL after your lunch.

All Downtown Disney buses will go Marketplace -> Pleasure Island -> Typhoon Lagoon in the after noon times. Just make sure to let the driver know that you wish to exit at Typhoon.
