The values by far have the most and best counter service options.

I can't say we have stayed in a lot of places since we are a family of 5 and don't have a ton of options, but Port Orleans Riverside has a great Counter Service area! We love the resort and can't wait to go back!

CSR (Pepper Market) has a wide range of choices on the menu. We had good food there several times when we stayed at CSR last year.

I wouldn't want to pay their prices OOP, but it is a good value on a dining plan. We had QSDP and ate very well; the OOP bill for our family of four would have been $60 or more for dinner. That's more than half the cost of QSDP for one day, so I guess I'm also suggesting a dining plan if you hadn't already thought of that.
