Yes to restaurantasaurus - free refills there.

I am really surprised, since Disney pays the same nothing for Coke products for all locations, that some charge and others do not.

I always wondered about this one cause I know it has the soda fountains but I didn't know if I was allowed to go back there again go refill.

I saw someone once take their empty cup up to the counter at Columbia Harbor House and ask for a refill. The CM did it with no question, but personally have never asked.

This topic came up on the Backside of Magic podcast. It seems to depend on the CM one encounters, but more often than not requests for refills are satisfied.
