There is a bus that goes there. It's the Blizzard Beach bus. During certain times of the year it will run directly from the resorts, other times you'll have to transfer from the TTC/Marketplace or if you're lucky a theme park. We somehow got on a bus at the AK that stopped at BB/WS and the AS before taking us to the GF. From CSR I think I'd just take a cab, can't cost more than a few $$.
Do'nt try to walk. The Mickey Cops will pick you up if you walk anywhere at WDW that doesn't have a sidewalk/pedestrian walkway. My DH got picked up while jogging on the roads around the AKL in December.
During the hours that Blizzard Beach is open the AK buses stop there. If Blizzard Beach is closed or in rehab there is a bus running every 20 minutes from Epcot to BB to AK. This bus is for those playing mini-golf there.
Um.. you can walk to WinterSummerland - because there is a sidewalk that goes there. I know because I have walked upon it. From El Centro (the main building) there is a sidewalk that goes to the right of the pond out front. Follow this out (goes along the road that leads out) - you will see it cut through the plantings and cross the street - the sidewalk goes all the way down to the All-star resorts if you're ambitious (I was ).
It took me about 25 minutes (from El Centro) to get to the All-stars at a good walking pace - so should only be about 10-15 to WS mini golf.
