Let's start with the basics.
For CL to operate they first need a food source. So only resorts that are offering Private dining have primary commercial kitchens up and running. Second challenge is that most if not all CLs sourced items like appraisers and deserts from other key resort dining options that in most cases are not open.
Go get a vaccine and tell everyone you love to do the same to help WDW and the country get there.
Next challenge is to bring back the CL staff and additional mousekeeping staff once the food supply issues are resolved. This will happen only when resorts are open at much higher occupancy levels. If they are not offering daily mousekeeping don't expect CL to return.
