It may have to have something to do with wetlands. You have to get permission from the government to fill it in and replace it somewhere else. The replacement wetland has to be larger than the old one. I understand there are quite a few wetlands on their property.

Yep. Wetlands is a big part of the process. Disney is constantly changing what they classify at wetlands, preserved land, and suitable expansion so that have room for future expansion. There is a good map of this I'd have to go back and find that covers all of that.
