If you are taking a child under 3 will they receive dining and snack credits on dining plan? There seem to be conflicting reports on if they are included or not.

No. At table service and counter service restaurants where you order from a menu children under the age of 3 can share from your plate, but if you order something specifically for the little one you will be charged for it. At buffets and all you care to eat family style restaurants you can get the little one his/her own plate free of charge.

From the Disney Dining Plan brochure:
The Disney Dining Plan is unavailable for Guests under the age of 3, but they may share from an adult plate at no charge, or a meal may be purchased from the menu. The price of the meal will be added to your bill.

No. Children under three can eat for free at all you care to eat restaurants and buffets. If you choose to eat at CS restaurants and TS restaurants that do no offer these options you can odrder a meal. The children's meals are really inexpensive.
