checked baggage/purchase date

I'm hoping someone can just confirm how I'm reading Delta checked baggage fees. The website says:

When traveling within the United States, U.S. Virgin Islands, or Puerto Rico, customers who purchased a ticket on or after November 6, 2008, will be charged $15 for the first checked bag and $25 for the second checked bag (each way, for round trip).

For tickets purchased on or after July 16, 2009 for travel on or after August 4, 2009 there will be a $5 surcharge on each of the first two checked bags when checking in via ticket counter, kiosk, or curbside. There is no surcharge for bags prepaid during online check-in at delta.com.

So since I purchased my tickets in April 2009 for travel after August 4, 2009 I still only have to pay $15 for the first bag right?

ETA: I just re-read Delta's page and realize that by prepaying during check in I won't be charged the $5 surcharge regardless of purchase date or travel day. Sorry - I should have seen that BEFORE posting

BAGS has access to the airline's reservation system. My guess is they will pull it up and the system will tell them how much each bag is, just like if you would check-in at home.
