Charging to room card?

As a DVC member, can you still charge all your meals and souvernirs, incidentals, etc. to your room card and settle at checkout?

Yes.

It has nothing to do with being a DVC Member, but being a Disney Resort Guest. As a Disney Resort guest, if you put a CC# on file you can charge to your KTTW card.

Limit is $1500, they charge your CC on file and you start over again.

Absolutely, all guests have the facility to do this when they lay a cc down upon check in!

I believe charge limit is set by resort class (Value, Mod, Deluxe) and DVC gets the deluxe spending category
