Characters at Cowboy cooktout and Mickey's cafe

I was wondering if the characters would be the same or different. Like in Cowboy cookout you can meet characters that are never present in Mickey's cafe and vice versa

no, its very similar characters you meet in both restaurants ie in Cowboy Cookout I've seen posts where folk have met Woody, Jessie, Mickey, Minnie, Goofy, Pluto. I've met all of those, more than once, at Cafe Mickey.

On our last trip Mickey, Minnie, Goofy, Pluto and Woody were in the cowboy cookout. We then saw Mickey, minnie, goofy, pluto, chip, dale, eeyore, tigger, pinocchio and Jessie in cafe mickey

My Toy story fan would love to meet Woody or Jessie so I was just wondering if we get a better chance going to cowboy cookout and Mickey's cafe for "character hunt"

If you are specifically after those two characters Cowboy Cookout is your better bet. I have never heard of Woody not being there.
