Character pictures

I have a question regarding taking pictures of characters in the parks. We just spent 7 days at WDW,which truthfully,very disappointed with the trip. My daughter along with 5 other people just wanted to snap pictures of characters. Please understand they did not want their pix taken with characters and not blocking anyone from getting their pix taken, but, the lady whom was taking pix from the magic maker deliberately would go over and stand where the other 6nwere just snapping pictures so they couldn't. The six that were just taking pictures with their cell phones would move and she would get in front of them, so they moved to another place, so she would go block them again. Why? No, we didn't have the money to buy the memory maker thing as I have a very critical health issue this may be our last time to be able to go, so wanted my kids to get to snap a few pictures but they couldn't because of these rude memory picture takers. It was just for a snap of the characters, not taking someone elses time to stand and have pictures with characters. All we wanted was a fun, exciting trip to Disney with good memories and it was all but that!! How can I get ahold of a big chief on the phone to discuss my concerns? Any ideas?
