ChaCha and taxes??

I am TOTALLY confused about ChaCha and taxes. I'll have made over the $600 threshold by the end of the year so I will be receiving the 1099. I live in Virginia but have been researching everywhere and can't find out if I'm supposed to be filing quarterly or if just doing it once a year with my regular taxes is fine. I've been witholding my own taxes but don't want to get penalized at the end of the year for not doing them quarterly.

My Mom typically does my taxes (as she does just about everyone's I know) for free so it's not like I have an accountant or tax preparer to ask. Thanks for any help or advice!
