Cell Phones and Text Messages

If I send a text message to someone from my cell phone, how do I know if they have this service?

There is no way for you to tell sometimes they get charge just for opening the mess.You could just ask

I was once urgently texting a friend because I knew he was someplace too loud to get a cell call, it was a bit of an emergency regarding his mom...he didn't respond and didn't respond. When I finally got through to him on the cell via a phone call, I found out he doesn't have text messaging. Oops!

they either text back or call you. no way to just tell.
