I'm not sure if they warm the water onboard, but something to keep in mind is that the boat sails through the tropics, so they don't particularly need to. It is warm during the day even in winter, and sometimes cools off a bit at night, to where you might want to wear a cover up as it sails through the wind, but it is never cold (and I say that as a Texan, not a northerner).
Castaway Cay's water is chilly in winter, but not freezing. Your body quickly adjusts to it once you submerge yourself. If you've ever swam in a cold water spring, that's a lot what the water feels like. And the air is still warm, so it feels fine coming out of the water.

Chilly is a personal judgement. The record cold water temperature in the area of Castaway Cay is 73 degrees. My gym keeps their outdoor pool at 70 degrees in the winter. For the 10 years prior to the pandemic I swam year round. The water was great, but when it's 40 degrees out, it is brisk when you get out.
As far as CC goes, it depends on what you are used to, I guess.
A quick Google search indicates that the average water temp around Nassau in Feb. is ~75°F.
I usually sail in Feb. around Mardi Gras time, and I have always found the CC water to be a little too cool for my taste. But I wouldn’t say it’s “unswimmable.”
As for the pools/slides, yes, Disney states that they heat them to “at least” 75°.
A few years back, we were at CC in mid February. The air temp was about 55 degrees with a wind--really cold. We went ashore, had lunch & came right back. Only saw about 20 groups of people on the beaches & one person in the water. The ship was uncomfortably crowded. Nature rules; be prepared for anything.
If you're from the Northeast it's very "swimmable". We vacation in Nantucket where the summer high water temp average is around 65 degrees so 70-75 in the Bahamas if fine by me.
