Cashless / Electronic Tolls from Dw to Busch Gardens Tampa?

My rental car company is telling us that tampa and surrounding areas have implemented "cashless / electronic" tolls and that if we do not pay them a fee to include the electronic pass on our rental car reservation that we will not have a way to get through the tolls? We will be in the Orlando area the entire time, but did plan on driving to BG in Tampa.. Has anyone heard of or experienced these cashless / electronic tolls on their drive from DW resort to BG? TIA, I am a little confused lol.

the Selmon CrossTown expressway in Tampa is toll and cashless, but there is no reason for you to get anywhere near this road going from DW to BG
