Are they available at DVC resorts only or does the privilege apply to other WDW resorts? I think I know the answer to this but just want confirmation.

Cash discounts for DVC members are available only at DVC resorts - and are not always available. The discount is 25% off of the rack rate. These can only be reserved thru MS.

At times, there may be other discounts available thru CRO that are better than the DVC discount - examples of those are the "free" dining and AP discounts.
