Car seats on shuttles?

Are car seats necessary on airport shuttles? We will need to use one at BWI and at MCO, and I don't know what the laws are regarding this.

Anyone know?

I just flew from Philly to LA. I asked about a carseat on both the airport shuttle and the shuttle to the car rental and was told by both places that they didn't need carseats.

If you are using the Magical Express, this is a full size bus, so there are no seat belts on the seats to be able to use a car seat.
