In airport agencies are in the airport.

You can easily check a map of the airport if you want to know where rental counters are:

And I do agree that on site agencies are much easier and faster than off site.

At orlando airport. You go one level down from baggage claim. This is the same level the shuttles would be on. You walk across street to parking deck and rental lots are right there. We use national emerald club so it takes about 4-5 minutes to get baggage, walk down one level at out to garage to choose car. Much easier than offsite.

We used to use National and found Hertz was much quicker.
