This is where we chose to eat on Christmas Eve, and we will be in epcot on that day. Are we allowed to use the passage that goes from world showcase to get to the hotel or is that for guests of the hotel only?

Yes, you can use the International gateway to walk out of and back into Epcot.

you don't have to be a resort guest to use the IG - just have a valid park ticket.

We have breakfast ressie at Cape May at 8:40 and will then be spending the day at Epcot. If we were to park at Epcot, is there a bus that we can take to Cape May that early in the morning, since the park isn't open yet? We'd like to be able to park at Epcot then walk back through the IG after breakfast. Is there a place to check bus routes and schedules?

No, unfortunately you can not get to the Y&BC from the front entrance of Epcot unless the park is open.
