Candlelight Processional and Regular Dining

Can I book regular dining reservations at participating Epcot restaurants with the regular menu, or can I only do the premium Candlelight pricing (visiting 12/9 through 12/14)?

You should be able to do regular dining.

If you don't want the priority seating package, you can make standard reservations the same as any other time. Keep in mind there will be limited availability as a large portion of tables will be saved for package reservations. So you may have to hunt for a bit to get what you want

Your best bet is to look for a regular reservation after 6:15PM. For Candlelight Processional packages, people need to dine at least 1 1/2 or 2 hrs before their showtime (sorry I can't remember which...maybe someone else knows?) The last showtime is 8:15PM.

You might also look at restaurants not included in the candlelight package--like Le Cellier.
