Canadians: Travel insurance - do you insure the whole cruise or just the flight part?

I looked up travel insurance through Manulife Cover Me (5 travellers) and I almost fell over at the cost - $3,100 for the whole trip (2 nights at WDW resort, flight for 5, cruise for 5, and various other costs).

I know travel insurance won't cover any flight cancellation related to a government shutdown, I was not expecting such a big expense for insurance.

Our credit cards only do travel medical insurance, not trip cancellation.

As a fellow Canadian that does seem high. I book through CAA and my insurance for a 7 night cruise, flights and medical for a family of 4 is usually around $1,200.00
