Can you upgrade a Fantasy AP to a Dream AP?

The title says it all really. I was just wondering if you could pay the difference to upgrade from a Fantasy to Dream AP while at DLP?

Yes you can just by visiting the AP Bureau and paying the difference between the value printed on your AP and the price of the desired AP...

That's interesting, I didn't know that.

So even if you only had a month left you'd still have to pay the full difference?
