Can you turn a regular room only discount to AP package?

Can I get dining on a regular room only or PIN rate if we have APs? I'm guessing the answer is no, but I wanted to check to be sure.

I asked this question when I booked our room with a PIN code and the CM said no.

Go to the WDW passholder site. Dining plan is allowed to be added right now as one of the offers.

AP holders can add dining to just a regular rack rate room. However, it will no longer be a room only ressie. Adding the DDP turns it into an AP holder's ticketless pkg, with all the pkg requirements ($200.00 deposit, balance due 45 days out, and penalties for canceling 45 days out or less). We can not however add dining to a PIN rate without buying at least one day park tickets for everyone in the room.
