You can definitely buy liquor from the bars and take them to your room. I'm not certain if you can buy a full bottle of liquor from the bars or just individual drinks/shots/pours.

Any items purchased from Duty free will remain with the ship until disembarkation. it used to be that they would deliver to your stateroom the night before, but now it is reported that you will pick it up on deck 3 the morning you get off.

I missed in my first reply that you were specifically asking about the on board store. You have never been able to purchase from the duty-free store and consume it on board. As Quellman replied, it will be held for you until the end of the cruise.
