can you stay at non dvc resorts?

Do you know where I can find out (on line) how many points it would take to stay at Port orleans or Carribbean?

This would not be a wise use of your points. It will be far more points to stay at the moderates versus a DVC studio for example.

The rooms at Port Orleans and the Caribbean Beach are no bigger (and in some cases smaller) than a DVC studio yet they are considerably more points. In addition you do not get the kitchenette. They are, of course, your points, but using them at the Moderates really isn't a great value.

And you only get double beds vs. queen and king beds (and double or queen sleeper sofas depending).

Plus you have to pay the $95 fee. I've only used points at a moderate once for 1 night last year when no DVC resorts were available 3 weeks out. That was before the fee.
